this has been circulating for a while but it seems now the government wants to put some teeth in it

The measure also established a four- to eight-year prison term for any one who promotes or realizes programs, campaigns or advertisements in whatever media characterizing Costa Rica as a tourist destination accessible for sexual exploitation of prostitution of persons of whatever age or sex.

The measure is No. 17.594. Lawmaker Annie Saborío Mora was quoted in a Partido Liberación Nacional news release

as long as the site is hosted out of CR it should be fine no matter what happens.

Based upon that quote I would bet that in your youth the sole purpose of your purchase of Playboy magazine was for the articles and the occasional Leroy Neiman paintings. :roll: :P :P :lol: :lol:

No, it didn't - but there is so much more to CRT than just pu*sy discussions; I freely admit -this will shock those who believe I think I know everything :shock: :oops: :P that I have learned so much from the board - not as much as hanging out with BangBang57, but quite a bit from reading the board.

And yes, Spock, this has been circulating for a while, about banning sites promoting sex tourism to Costa Rica - personally, I feel - to paraphrase Shakespeare - its much ado about nothing :)

Oh, and ID - for those pix, I always preferd Hustler (vs Playboy :lol: :P :oops: :lol: :) )

I'm no lawyer, but Article 3 of the law apparently defines the law's jurisdiction as being national AND international in scope, to wit:

Esta Ley se aplica a la prevención y sanción de todas las formas de trata de personas sea nacional o transnacional, esté o no relacionada con crimen organizado y a la atención y protección de las personas víctimas de estos delitos. En el caso de personas menores de edad se deben atender las disposiciones establecidas en el Código de la Niñez y la Adolescencia y legislación conexa.

It says the law will be applied to all forms of sex trafficking be it national or international etc. etc. etc.

Articles 8 and 9 are very specific about sexual tourism and promotion thereof:

Será sancionado con pena de prisión de cuatro a ocho años a quien promueva o realice programas, campañas o anuncios publicitarios, haciendo uso de cualquier medio para proyectar al país a nivel nacional e internacional como un destino turístico accesible para la explotación sexual comercial o la prostitución de personas de cualquier sexo o edad.


If convicted of promoting sex tourism in Costa Rica over ANY medium, you could go to jail.

Será sancionado con pena de prisión de dos a cinco años, el propietario, arrendador, poseedor o administrador de un establecimiento o lugar que lo destine o se beneficie de la trata de personas o sus actividades conexas.

If convicted of owning or administering an establishment which benefits from sex trafficking or its associated activities, you could go to jail.

DISCLAIMER: In my humble and uninformed opinion, I believe the intent of the law is to criminalize sex trafficking where victims are moved in country or out of the country for the purpose of prostitution, but who knows? It can also be read to mean this law might be applied to perps outside of Costa Rica also.

It is somewhat disturbing they added clauses specifically addressing sex tourism promotion. Perhaps a member with a better grasp of local laws can comment.

IMO It would only take one (or 2) aggressive prosecuting attorneys to make this a real problem.

The extradition treaty (USA - Costa Rica) allows for extradition if the crime is prosecutable in both countries, regardless of where the offense was committed.


Article 2 permits extradition for any offense punishable under the laws of both States by imprisonment for more than one year. ......(more text)
Article 3 provides that extradition shall be granted for an extraditable offense regardless of where it was committed.
