Today's www.amcostarica.com lists the fines that will go into force very soon. $580 for passing on the right is indicative of the fines. The average Tico on a Saturday night out with his friends could run up a bill into the many thousands

$580 for passing on the right but no penalty for a driver in the left lane failing to yield to faster moving traffic.
