I often have customer ask if it is okay to take a drink out on the street. As of Aug. 8 a new regulation was published imposing a $360 fine for this action. So now you have the info.

Ouch, pretty stiff fine for something so minor. I guess I will no longer take my beer to go as I walk from place to place.

And so arises a new biz idea--cheap plastic wraps for beer cans, or maybe a screw-top soda-can looking thing. New laws and regs always bring new opportunities.

i enjoy drinking as much as the next guy. but it never occurs to me to drink in public anywhere. too much potential for disaster. would think a guy leaving hlh and walking to sl or dunn or wherever it is he is going could wait until he reached that destination to imbibe.
besides it gives those aggressive trannies an advantage if you have one hand occupied.

Those who tend to drink alcohol on the streets or public places are now exposed to a fine of up to ¢ 180,000.

The new law makes exceptions to drinking in the streets when performing at fairs and civic celebrations and popular.

So what determines the new liquor law in effect since Wednesday after being released the official journal La Gaceta .

With the adoption of this rule is prohibited from drinking in public and is punishable by a fine of half pay based on who does it (the base salary today is equivalent to ¢ 360,000).

The approved legislation establishing a new legal framework that regulates the licensing for the sale of liquor bans and sanctions and those who engage in that activity.

Article 9. ° prohibits the consumption of alcoholic beverages on the way and public places, except when performing civic festivals, popular, employers, shifts or fairs.

Complemented by Article 20. °, which provides the aforementioned fine as punishment.

This is just one of the new sanctions and regulations including the Law # 9047, Regulation and Marketing of alcoholic beverages.

The law also imposes other penalties. Highest paying punishable by up to ¢ 5.4 million to those who sell liquor to minors and prohibits transfer to others given permission to sell liquor.

The new legislation was passed on 7 June in Congress with the vote of a majority of the deputies, and signed the president, Laura Chinchilla, on 25 June.

However, the law took effect on Wednesday August 8, when it was published in the official newspaper reaches 109 of The Gazette.

The new text gives most powers to the municipalities, which will have more control and authority over liquor sales, and receive more economic benefits from that business.

Gone are the patents, as municipal leaders, so far have shown losses for its institutions and fostered a "black market".

Now, municipalities may provide new permits or "licenses", which are classified as the establishment where alcoholic beverages will be sold.

Josephine Mayor Johnny Araya, the new law yesterday described as "very good". "The rule allows more flexibility to municipalities, they will be able to adjust revenue and control of liquor licenses. Have already issued instructions to inspectors and local police to enforce the law, "Araya said.

For the head of fraction of the Social Christian Unity Party, Luis Fishman, the new standard includes some positive things. "But I do not think that is the law requiring the country," he added.

For his part, Rep. Yolanda Acuna, the Citizen Action Party, who defends the text said that "the law is betting that local governments be authorized to regulate this market canton by canton."

Question........ Will the DR still be offering plastic cups for people to pour their drinks into when walking across the street to Key Largo? (or anywhere else) If so,will there be 100 cops there to arrest someone from the DR for contributing something or other.

I would bet that you would be busted walking to KL with a cup. Also, technically, I suppose that if you walk out the door into a cab with a cup you would be violating the law since you are outside, however briefly. It depends on how zealous the men in blue are in enforcing this.
I hate to imagine what will be the next new law.

The silliness just keeps on getting better and better here in the Banana Republic. I don't drink anymore but give me a break. From the laws that come out of their asses I think the higher ups are passing around the Guaro bottle while they come up with such genius. :D

It really seems that this is targeting gringos in that the fine is so outrageously high by tico salaries and still ridiculous for gringos. That would be at least almost the equivalent of four sessions even if you are in the "cien" club. Jeeze even in the land of too many idiot laws, you are able to carry a plastic cup in New Orleans, Tahoe and Las Vegas, among others, unless I am out of date with my info.

I see this as something just like the insanely high traffic fines they tried to apply.
Some tico will get busted, appeal it to sala cuarto and it will get tossed.
Hope I am right, I've watched this country go from a wonderful place to live 30 years ago to a land ruled by idiots.

Don't see the problem, its not legal to drink in the streets in many or most cities in the US. Why does anyone have to drink in the streets anyway. Seems like a reasonable law.
