I agree with Cujo that one's focus should be on having a good session and not on what he pays...however, I think what the OP is asking is whether the girls are more or less flexible on price because of the trend in what the buyers pay.
In any market, if the seller thinks they can make a sale at asking price, they are not motivated to negotiate.
I think this is the case at the Del Rey. Some guys (especially fluent in Spanish) are better than others at negotiating. But if the girls know that someone will pay cien, they have nothing to lose by refusing anything less.
I've only had one trip to San Jose, so I claim no expertise, I can only account for my own experience. I did my best at negotiating and out of probably 50+ chicas, only a few I was remotely interested in would've gone for less than cien if I asked them within 10 minutes of meeting them. It gets real old negotiating with chica after chica, same interview, ad nauseum for hours. Makes for a lame night at the bar.
I found it worked better for me to focus on finding a girl I really liked and making sure we had good chemistry, rather than just interviewing them for services and price. After spending an hour or two with them before bringing up price or service, they were willing to go with me for what I felt like giving them.
In Pattaya, Thailand the regulars and expats bemoan the recent inflation in P4P rates. Recently Russian, European and Arab tourists have been pouring in by the thousands, so now the freelancers and go-gos on Walking St demand double the price they did 5 years ago - because that's what the new tourists pay. Simple economics. You can still find ST/LT at the "old" rates, but rarely if ever where the tourists go.
The market price at HDR is cien as of April 2011. It is possible to pay less, but you need to be either very patient, experienced in negotiating and fluent in Spanish, OR you need to find a girl you can connect with first before making an offer. My skill set is more aligned with the latter, and I find much better success with charm than with savvy or persistence. YMMV.
On a side note, I did meet one girl who offered BBBJ, massage, CFS and two hours for 30,000c. She was very sweet but a little heavyset and not what I go for physically. So maybe if you compromise on looks, you can find some action for less than cien. It's not really an option for me - if she's not hot, I'm not looking for her.
