You got that right. Panama (and other expat locales) are full of scumbags who are avoiding or evading something somewhere.
Of course, there are MANY very good people - far more than the scumbags. But you rarely see them, as they live their lives like "normal" people.. hehe..
I tend to not be "normal", and spend a lot of time in the seedy areas. I see my fill of con artists, theives, and sometimes just plain idiots.

The pair were caught as they made their way down a river in a hired boat along the border area between Costa Rica and Nicaragua. As they approached a checkpoint, "Wild Bill" threw their hired boat driver into the water and grabbed the tiller in an effort to escape. They ran smack into a heavily armed Nicaraguan army patrol and were arrested without a struggle. Right now Costa Rican officials are scrambling to get to this remote area to coordinate the transfer of the fugitives to Costa Rican soil, for their eventual return to Panama for prosecution. Right now, this information looks good. I'll believe it when I can take a picture of these animals myself.

By now it should be obvious that these people were caught thanks to the information you provided. They tried to haul ass once the news broke last Tuesday when the bodies of Cher and Bo were found, and the news reporting made it hotter and hotter for them, to the point that they were even recognized this morning by the guy who rented the cabin to them last night in a very remote area in the middle of nowhere. Once again, tips from the public given to the media and police resulted in the relatively rapid capture of two very bad actors. Well done. You guys rock...

It is now known that William and Jane Cortez were in Costa Rica, at least as early as mid-2005, and maybe before. They came to Panama and murdered the Brown family in approximately mid-November 2007. So - where were they during their first run through Costa Rica? Where did they stay? Where did they live? Their "MO" is to find properties being offered for sale through the Internet, kill the owner, tell everyone they "paid cash" and then later cash out and sell the property to someone else, and then move on. All of you members of the Gringo community up there in Costa Rica - it is now time to put your thinking caps on and track their history up there. Get busy...

I noticed another interesting tidbit in reading all the various reports. It turns out that some of his victims may not have been so innocent themselves after all:

It now turns out that the Watson family is actually the Salem family. Michael Francis Salem is a convicted drug trafficker who eluded justice in Flordia for over thirty years after escaping and kidnapping law enforcement officers in the 1980.

This just goes to show how shady some elements of the ex-pat community can be.
