I sent a text message back to the states from CR. I did it from Yahoo mail. I think you have to have an email account to do it. My friend said he got it. I don't think you can get a reply. Check it out. I don't know the charges if any.

How do you text ICE numbers?

Being that it is ICE.... first you have to hand write your text message on an official form, you must also purchase an official receipt for 105 Colones. Receipts can only be paid for at BCR (by the way all ICE and BCR offices are purposely placed a minimum of a 10 minute cab ride apart).

Once you have the hand written form and the official stamp you must bring a photo copy of all documents along with the original form to an ICE customer service representative.

The customer service representative will convert your message to the appropriate format and with in 21-30 business days your text message will be sent.
