Post subject:  Dry Law?
Thought that I read that the Costa Rica govt is doing away with this law that prohibits selling alcohol a couple days before elections. I will be visiting again for Super Bowl and this would be great news!

It has been discussed in the legislature but nothing else has been done at this point.

I would be very surprised, knowing the glacial speed which the legislature acts, if it would be in effect for February.

The first reading of the electoral reform bill recently passed the Legislative Assembly by a vote of 42 to 3. Among its provisions is elimination of the Ley Seca for election day, aka Superbowl Sunday. If I'm not mistaken, it now needs to pass a second reading, be signed by the president and published in La Gaceta to become law. IMHO,the margin of the vote would seem to indicate that it may have a reasonable chance of being in effect by this year. Stay tuned.

According to an article in Inside Costa Rica this morning the new election law passed its second reading. If President Aries signs the law before October 7, and it seems he will, it will be in effect for the 2010 election. There is a provisions in the new law abolishing the dry law. Quoted below is the relevant part of the article.

The new rules will be in effect for the 2010 presidential elections if Costa Rican president, Oscar Arias, signs the law before October 7, which is the official start date of the 2010 presidential elections.

The legislators who voted in favour of the new elections law said that this is the dawn of a new political era in the country.

In addition to the no donations provisions, the new elections law also removes the "ley seca" (dry law) that prohibits the public sale of liquor for the day before, during and after the elections, as well the area surrounding any public forum meeting during an elections campaign.
