They're going to hire 400 cops to enforce the new laws. Talk about a money maker! This new law could easily quadruple the entire GDP.

Talking on a hands-on cell while driving is a primary ticket (don't need another reason to stop you) in NJ, and some townships are really diligent. As economic conditions worsen for counties and locales, you can expect even more locals to be even more diligent. $100 and points per "pop". CR is just following our lead.

Following is a partial list of the new fines proposed in the reforms
to the Ley de Tránsito (Traffic Law) that is expected to be
presented to the Legislative Assembly on Monday and voted on first
reading on Wednesday, after more than two years of discussions.

In addition to the higher fines, a demerit point system will be
instituted and a jail sentence for drivers who are found negligent
causing death in a traffic accident.

Most of the fines for the list offences currently range between ¢
2.000 and ¢20.000 colones.

There was some talk about making MC riders have their license number on a reflective vest to discourage the banditos. I guess they dropped the number requirement.

The funny thing about this law -- and the many laws like it adopted around the world -- is that numerous university studies have determined that it doesn't matter whether the phone is hand-held or hands-free, it is the division of attention that causes accidents. I guess it's easier to spot the hand-held user, but why not just make ALL phone usage illegal?

To further confuse the issue I read a study 5 or more years ago that claimed that hands free was more dangerous than holding the phone. The theory was that holding the phone reminded the driver that something was out of the norm. IMHO all these laws are silly. Hold the driver responsible for their direct driving actions and the consequences of those actions.

Srilm, you have a really important point. Dividing a driver’s attention is the real culprit in HUA (head up ass) collisions. Being able to nail someone (issue a citation) for holding a telephone up to the ear is very easy to spot while simply having one’s HUA is not so easy to recognize. The primary and proximate causes of collissions in Costa Rica will go unaddressed and the deaths, injuries and mahem will continue. But revenue will increase.

As far as cutting off a driver in Costa Rica, they drive so badly here that they probably wouldn’t brake to avoid a crash if you cut them off. They maynot even realize that you cut them off it is so common.
