Not sure how this applies to CR with ICE having a strangle-hold on telecom but: If you need help finding an ATM and have a Web-enabled mobile device (PDA, etc.), Visa now has a service to aid you.
Go to www.visa.com/mobileatm and type in the country name, then city or postal code. They list 6 countries but cover many more. For example, I tried Madrid, Spain and came up with 3 locations, Pattaya (none--sorry, gents), Sosua (2), and Playa Jaco (1).
This service also of course works on a real computer hence my results.
