So I'm thinking about heading back down end of Sep - early Oct, but I wanna make sure the sun isnt gonna be blazing all that time. I prefer it to be as cool as possible, obviously I know that being in central america i can only expect so much, but it shouldnt be more than 73 around that time right, roughly?

In San Jose, coolest are Dec/Jan, follow link for details.

The rest of CR is basically the same for which month is coolest. October is rainy everywhere.

Other than perhaps parts of interior Guanacaste, the lows should be 72 or lower.
