ICE Cellphone numbers...

I've been told by ICE there is a waitng list for "una Linea" for a recently purchased cell phone. Any truth to this? Or am I not greasing the right palms?

There is a waiting list for phone lines using GSM technology. TDMA lines are available for legal residents or owners of a CR corporation.
