I have to agree with that. In general , Paso Canoa is dirty, on both the CR and the Panamanian side, it's a big freekin dump.
Then, there are a few cleaner bano inside some tico sodas. If you really have to go, I'd say go for the big Chinese restaurant right across from the tico bus station/immigration. Toilets are clean , you have to pay 100 c for the usage.
Btw on a different topic, the Chinese food at that place sucks, even their waitress said so
