Sex Services in Prostitution Probes Banned

02.17.2006, 03:32 PM

The sheriff said Friday he will no longer allow detectives to receive sexual services while investigating suspected prostitution after they spent $1,200 at massage parlors last month and sparked a public outcry.

Spotsylvania County Sheriff Howard Smith defended the practice as necessary to obtain a conviction but told his department he was suspending it.

"As sheriff, I understand the feelings and concerns the citizens of this county have expressed," Smith said in a statement sent to The Associated Press on Friday. "And I empathize with those feelings. Because of the public's express response, I have suspended this practice."

Court documents show that four times last month, county detectives allowed women at Moon Spa to perform sex acts on them - once leaving a $350 tip. A total of $1,200 was spent during the visits, Smith said. He said multiple visits were necessary so detectives could build trust with the operators.

Detectives shut down Moon Spa last month. The two suspected operators and three women accused of working there face several charges, including prostitution and sodomy, Smith said.

Smith maintained the sexual contact was necessary to obtain a conviction. But law enforcement officials say undercover officers only need to get an offer of sex for money to move the case forward.

The practice has been used in Spotsylvania since at least 2003.

Earlier this week, Smith told The Washington Post that sexual contact is needed during the investigations because most professionals know not to say anything incriminating. And conversation is difficult, he said, because masseuses at the Asian-run parlors in the northern Virginia county speak little English.

But several members of Spotsylvania's Board of Supervisors have spoken out against the methods used in the investigation.

"All of us ... have been worried about this episode tarnishing the county and making us a laughingstock of the nation," board chairman Henry "Hap" Connors told the AP Friday. "That's why I came out early on and asked the sheriff to cease using these tactics."

Spotsylvania Commonwealth's Attorney William Neely said he respects Smith's decision to end the practice, but refused to apologize for the officers' tactics.

Does anybody remember a thread that I started last month about a similar topic? I revealed a "job" offer that I received, in which I was asked to participate in a police sting quite similar to what was done here.

A few people basically told me that I was full of shit and this could never happen. I guess it can, huh? The only reason that the county I was approached by uses civilians instead of cops (like in this article) is to circumvent police entrapment.

Do you believe me now?   (No apologies necessary, I hold no grudges.)

O.K.--I have to confess...about 30 years ago when I was in my early 20's my brother, who worked for the DA's office in a Southern Calif. city asked me if I wanted to make some extra money. A few extra $$ meant a lot to me back then. Him and several of his partners needed a "Special Operator" (I'm serious about the term "Special Operator"). My job was to go to some massage parlors (which were really flourishing back in those days) and pay for sex or any sort of sexual favor so they could bust the place. I remember this like it was yesterday because the first "job" I got involved this girl who must have been 17 or 18 years old and I fell almost instantly in love with her. Well, using taxpayers $$ I had one of the most incredible and memorable sexual experiences of my life and after that there was NO WAY I was going to let her get busted so when I came out from the session all I received was a "therapeutic" massage. I engaged in about 4 or 5 more jobs as a "Special Operator" (maybe I should change my handle to that..) and then my brother and his partners gave up on me because I was non-productive to them. That's also how I got hooked on mongering....AHHHHH..Those were the Days.....

Read the article in our local paper. I couldn't believe law enforcement officers were getting "F/S" and than busting the gals. I would love to see how it played out in court. I am sure the defense attorneys had a field day with the LE Johns!

Post subject:  Piroca's Commercial

Lest there was some confusion (the state in which I currently reside), I had absolutely no problem with the subject of the thread, i.e. Prostitution stings, etc.

My comments had to do with the fact that Piroca placed a HUGE logo for some commerical web site under his avatar. I see that it has already been eliminated, hopefully at the urging of Admin1.

I think I speak for a large percentage of us that do not wish to be subject to more commericalism than we are already getting 24 hours a day from every source imaginable.

I certainly meant no disrespect for you Piroca and am glad that you have decided to desist with the use of that previous avatar/commerical.

EL,
Just an an FYI--The avatar (under your handle) is reserved for the Costa Rican flag to denote VIP member or Lifetime VIP member. I know because when I first joined CRT, I too had my own logo and was asked to remove it. The signature is where you can have a logo or phrase, as many do.
