I haven't read about the totalitarian thing but I have read some other interesting things about Oton and the last election.
CR used to be dominated by just 2 major parties the PUSC and the PLN, both of which were heavily tainted in previous administrations by widespread corruption. In 2002, Oton formed the the PAC party and has been its candidate in the last 2 elections. In just its 2nd presidential election in 2006, the PAC lost to Oscar and his PLN by a slim margin as you said (actually so close that it required a recount). However you left out a few important points:
1) Most of that PAC vote came at the expense of the other opposition party, the PUSC. If the opposition to the Arias was not so divided Solis would probably have won.
2) Opinion polls just days before the race showed Oscar Arias leading Oton Solis by over 10 points and probably many CR voters who might have voted for Solis may not have voted because they didn't think he had a chance. (BTW, ID, that just goes to show how wide the "margin of error" can be in these CR opinion polls, so I wouldn't put a huge amount of stock in what we're currently reading about Laura and Johnny)
3) Oton's main campaign issue at that time was NOT about any totalitarian measures, but rather railing against the CAFTA which was then being rammed through by Oscar Arias and his PLN party. It wasn't that he was opposed to free trade, but rather that he didn't like how heavily weighted CAFTA was towards the US (e.g. allowing the US to retain its agricultural import duties). I don't think CAFTA is really responsible for CR's current economic mess but, given the poor state of the CR economy, IMHO, Oton could play the "I told you so" card in the next round of elections and get a lot of mileage from it.
4) Solis's party is MORE conservative than the Arias's neo-liberal PLN party, so I'm not sure comparing him to Hugo Chavez and his pal Fidel is really a valid comparison. Actually, I think Arias is actually more sympathetic to Chavez than Solis would be.
BTW, if totalitarian means REALLY cracking down on CRIMINALS as opposed to trying to protect women by putting prostitutes out of work or making men guilty until proven innocent when accused of paternity or domestic abuse, then I think CR could use a little more of that form of totalitarianism instead of the misguided feminazi policies that have been pursued by tica politicians like Laura Chinchilla.
