CIA or INS, I still don't see why either of those agencies would have photos of Dominicanas unless maybe they had applied for a visa to the US. Perhaps he means CR Immigration? Is his wife a Tica herself? Or maybe the brother working for US Immigration used some sort of contact he had with a Tico counterpart rather than accessing it anywhere in the US's database. If either is the case, I wouldn't be so sure how much trouble he could really bring down on the brother and, even if he could, if he's already skating on thin ice with his wife and is trying to pass this all off as his just helping out a friend, then vindictively ratting out his brother-in-law (however justified) probably won't appear much like the reaction of an innocent man.
Despite this minor nagging issue regarding the photos (and also the matter of his private conversation with the security guard which he did not address), I still tend to believe most of his story. The most probable explanation is just as he and the HDR managers theorized, that his wife paid off one of the staff to get the info rather than it just having it been freely released as part of the HDR regular policy on the matter (or lack thereof). If that is the case, to be fair to the HDR management, there really may not be all that much they can do. How many staffers have regular access to that sort of info? At a hotel as large and busy as the HDR, it is probably quite a few. How restrictive is that access? For example, does the system record whenever someone accesses it and who it was that did it? I doubt it. So even if they knew or suspected which of the several staffers leaked the info, would they really be able to prove they were the one who did it? I'm guessing probably not. Really, the only things they could do to prevent this sort of thing from happening again would be to start paying staffers more to make them less susceptible to bribe

. Of course, you know none of that is very practical and they'd never do any of that.
Now, OTOH, if he knows which security guard was around when he made that comment about his "dominican bride", then he at least knows where that piece of info came from and if he passed that on to the HDR management then they should at least have questioned that guard.
Lastly, if his wife really believes this guys new cover story, that he was just letting a friend use his room, then she is even more foolish than he was. If his friend was into bringing chicas back to his room then why didn't HE stay at the HDR. And, even more significant, if the wife was doing all this research then she must know what sort of place the HDR really is, so she should be asking why her husband wasn't staying at the Dunn Inn himself along with his friend, rather than at an infamous brothel hotel. In reality, I seriously doubt his wife is really as stupid as all that. She MIGHT be temporarily mollified until she gets even more irrefutable evidence, but she HAS to be still VERY suspicious. This guy may have moved over to the Presidente, but apparently he still hasn't learned his lesson. I predict divorce or at least a VERY rocky home life in his foreseeable future. He says that his wife is a doctor who would have to pay him if they were divorced but he may be fooling himself in that belief too. If she can hire a PI to go to CR and bribe hotel staff for evidence, then she can also probably hire a very good divorce attorney too and is probably getting all those ducks in a row even now.
