I got all my money back but according to visa international and their agreements with foreign banks I would have been screwed, I only prevailed because I spent six months complaining and closing accounts and having them have to respond to dozens of complaints from various agencies. I got my $12500.00 back because I was a pain in the ass, not because I was in the right they did not give a shit.

I will use a combination of Travelers checks and cash and only use bank cards for emergencies and never at the bank of machines at the INS building.
