If you would have bothered to read the article the Op posted, in the beginning, you would have read that in the first sentence. Before you go spouting off, and showing your brilliance, you should at least do your homework.

Agreed, it clearly said 'proposed' and we received some discussion worthy responses. Don't know what iluvbjs problem is; maybe he's off his meds and needs to return to his favorite places in Bolivia or something and take his 7 posts with him. He, iluvbjs' obviously didnt get any.

There are reports in the expat groups on Facebook that some of the 'perpetual tourists' have been asked to show 'proof of solvency' at the Nicaraguan border when returning to CR after a border run.

That may be isolated local events.
