That phone will work fine in Costa Rica. I can't give you a recommendation on which carrier to use, because I have never been to Jaco. I use Kolbi, and have never had a problem in San Jose. Calls and text are very cheap - I don't know about data because I always use wi-fi for data. I usually add 1000 colonies to my number each trip just to keep it active. Normally, I don't use the 1000 in 7 days that I am there.
