I can't see them limiting the number of visits per year to 2 (as long as visas are for 90 days). It would address the perpetual tourist issue, but would create problems for businessmen or family who may need to visit more often. They would have to make all kinds of exceptions, and it would be a lot of work and confusion in an already confused, inefficient country. And limiting it to 4 or 5 trips defeats the purpose.
If anything, I could see them limiting the number of days in country per year to say 90 or 120 total . That would solve the perpetual tourist "problem" and it wouldn't affect tourists or businessmen who come to CR more frequently for short trips.
