Caribbean Costa Rica has been deliberately starved for Government funding, developmental subsidies for businesses, etc. since forever. Institutionalized racism is the reason. After they helped build the railroads, the hope was they'd go back to Jamaica or whereverthefuck. Any good history of CR is quite plain about this--As late as the late-50's, Black Ticos were restricted in their movements, etc--not just custom--it was the law. Not a part of their history they like to trumpet but racism is alive and well in Ticoland, and that colors (pun intended) their perceptions and the impressions given to folks from elsewhere. Deserved or not, they also have attitude about Dominicans who tend to be more Black-mulatto than the other Latins here.
Believe me, I'd love to be proved wrong about this but don't think I will be.
