This is from Inside Costa Rica this morning. I found it a very sad story when a girl this young is involved. What a horrible life for a pre-teen.

Quote:
Police Have Their Hands Tied With Young Girl Who Offers Sex On The Street
Police in the area of the Infiernillo, an area in Barrio San José de Alajuela (west of the Juan Santamaía airport) have their hands full with a 12 year old girl known as "Daiblilla" - little devil - who is out on the streets selling sex.

The last arrest came Friday when a 41 year old taxi driver was found with the young girl, semi-naked, in the backseat of his car. The taxi driver, his name was not released, told police that me made a "big mistake", pleading to let him go, sparing his wife and Ch*ldren the hurt of his error. Police took the man into custody.

However, the problem doesn't end there.

Daiblilla is the same young girl that not long ago saw another man in the same situation. During his arrest, the man told police that the young girl was his daughter. Police did not believe him and were right. And there were other similar incidents, always involving the same young girl.

Police have their hands tied with the young girl. Like in the past, they had trouble immediately locating the young girls' mother, placing her in the hands of the Ch*ld welfare services, the Patronato Nacional de la Infancia (PANI).

Since the young girl is not breaking any laws and given her age, police cannot arrest or detain her, other than turning her over to PANI. PANI then releases the girl into the mother's custody and she is back on the streets.

Business owners of the area are asking police for protection against the Diablilla, telling police how the young girl will stand by the door of their retail stores, offering sex to one and all.

The young girl has also become a nuisance to shopkeepers who say that she enters their establishment begging from their employees and harassing customers. Some shopkeepers told police that she will offer male employees and customers oral sex in exchange for gifts. Any gift.

As for the latest taxi driver to have been caught with the Diablilla, he now faces a court date, while having to check in to the local police station every 15 days and cannot leave the country.

Of course the mother would be arrested. In this country finding someone (anyone) to blame is good enough. What in hell could the mother do? USA is not the best example of how to raise Ch*ldren!

Hey man just an observation. I didn't say the US was premier place in the world to raise a Ch*ld. No reason to bite my head off.

This girl's actions are probably as result of what has happened to her at home. No 12 year old wakes up and decides to do this stuff without something to prompt this behavior. 12 year old girls are usually relatively innocent if their home-life is normal.

Whatever the case - it is a sad story that is likely to get even more sad.

Sad is certainly the right word for this kind of situation. There may not be too many 12 year olds in this horrible siruation, but there are many under the legal age for prostitution of 18 on the streets of SJ and surrounding areas. Unfortunately I think some of this is as a result of legalized prostitution. I think some desperate Ch*ldren learn this activity from the chicas who are of age to engage in it. I am actually surprised that there isn't an age under which a parent is legally responsible for their Ch*ld's behavior. Is there?

The young girls see the working girls with their nice clothes and money in their pockets. In the poor parts of town, who do you think they would rather emulate?
I have personally seen 2 home situations with working girls. The DR scene is openly discussed with the whole family-at least among the females-of all ages. The young girls are very eager to hear everything. Many times I have thought...this girl is destined to be in the DR. Probably, a lot don't have the patience to wait till 18. I wonder what some of the problems the schools have? Legalized prostitution must create a lot of problems we cannot imagine within the Latin community.
IMHO, it's just Economics 101 but this 12 year old might be the tip of the iceberg as far as the under 18 crowd.

I hate to say it but believe your are right on target with your post. I have seen families talk about HDR openly also. Look at the options go to college & work hard & make so so money with all the hard work or put on some sexy clothes & head to HDR. Most Latinas are going to head to HDR especially the poor ones from broken homes.
