I spent a summer interning for a big brewery in the US. My project involved malt liquors and I got to know the rough areas of Chicago. You can definitely feel the tension, kind of a rough part of Honduras feel to it but not as bad as the rough parts of Guatemala or El Salvador.
BTW, CR has some very rough areas and they are nowhere near the gulch. Not on par with Guate or El Salvador, but definitly much rougher than the hoodlums you'll encounter downtown.
