I don't really understand the question. A BJ without condom is a requirement for me. I rarely meet a chica that won't provide this. And I never pay extra for it. To me, it is part of their job.

It depends on where you get them I believe. If you go to Cocal or the like they tend to be more strict and just want to do the basics of the job and take zero risk. I think they are being "taught" by the older ladies to do this.
