You've phrased the question as simply being the most beautiful without any other considerations, such as weather, altitude, traffic, language, rate of STDs, pollution, etc... All sorts of variables that can go into whichever city you might visit. I personally think Colombia and Venezuela have some very pretty ladies, but both of those locations are rather dangerous at the moment... Keep in mind that no amount of money is going to bring you back from being shot or stabbed to death. That are some places and tactics for Colombia that make it less risky, but I still wouldn't just run over there simply because you have access to unlimited cash.
