I was planning to head down to CR for the Superbowl and just saw this news today.

If I still want to go would they stop me from leaving or returning on the round trip?

The raising of the travel advisory to level 4 did not change any of the entry requirements for Costa Rica or requirements to reenter the US on return. I’m not aware of any practical effect.

Interesting that they mentioned crime also as reason to raise to level 4. Makes sense since the economy down without tourism and even down some before the pandemic with tax increases.

Trip booked.

I will be arriving in CR on Tuesday.

SL is mostly booked up so I am staying at a different hotel until Sunday when I will move over to SL for the last three nights.

I take this with a grain full of salt (I am fully vaccinated and boosted).

I you look at the list of countries NOT on level 3 or 4, it's very slim pickings for vacationers.

Not saying the list is bogus.. just saying that I now see COVID as something we may just need to learn to live with.
