Can anyone explain if this is a big deal or not ? I recall when the US changed the visa policy with Brazil, they retaliated with harsher rules of their own. I wonder if this may impact our usual 90 rules, or if it's no big deal.

This impacts Costa Ricans traveling to the USA not US tourists. Not a problem for US tourists as Costa Rica depends on tourism from USA as big part of their economy and would not have the resources to even try to implement a similar process for US tourists
