I don't believe so. I'm not a lawyer, but apparently the statute of limitations doesn't apply to certain crimes.
Look at the Roman Polanski case (he was married to actress Sharon Tate, who in 1969 was one of the victims murdered by Charles Manson's cult)...
In 1977, after a photo shoot in Los Angeles, Polanski was arrested for the rape of a 13-year-old girl and pleaded guilty to the charge of unlawful sex with a minor. To avoid sentencing, Polanski fled to his home in London, eventually settling in France. More than 32 years later, in September 2009, he was temporarily arrested by Swiss police at the request of United States authorities, who unsuccessfully asked for his extradition.
Four or five of Bill Cosby's accusers were minors at the time of the alleged crime(s). As he still resides in the U.S., the statute of limitations would not apply. I wonder if Cosby will be purchasing a plane ticket to a foreign country in the not-to-distant future
