Yes, McDonald's is a private enterprise and the franchisee most likely has a few extra bucks laying around.
Yes, the Costa Rica government is cash strapped.
Now the flip side.
The airport is in the hands of a concessionaire not the government.
McDonald's has a basic off the shelf store design and equipment package that makes a lot of the design and permit process much quicker. When you do not have to seek competitive pricing on the restaurant equipment and furnishings you save a lot of time.
The airport is also facing a problem that is not a factor when building a new restaurant from scratch. They are building new facilities while working in a facility that is open to the public and continuing to operate it's primary function while building a new food court.The design and construction has to accommodate multiple concepts with differing needs rather then a single concept with an out of the box equipment package. It is always more difficult to continue to operate while rebuilding then to build new.
I'm sure there are other issues that someone in the construction field can provide.
