In order to send a text locally, if I have the girls 8 digit local number and I'm using my ATT phone do I dial 1-506-then the 8 digit number or something different?

011-506-xxxxxxxx should work

some phones change the "011" to at "+"

be careful with this feature unless you’ve signed onto their international bundle feature[s].

roaming text messages sent are billed @.50 each and .20 to receive apart from any of the packages.
