The subsidized iPhone 4 S comes locked. However, Verizon has stated they will unlock the SIM after 60 days of being a customer in good standing. Sprint has stated they will unlock also. There have been reports of the iPhone 4 S from Sprint was actually arriving unlocked but Sprint but has stated they will be pushing through a lock to those phones. Further note the subsidized iPhone 4 S comes with a roaming SIM installed so it will work in Costa Rica but you will be paying roaming charges.

If you are a Verizon customer, the new iPhone 4s offers both CDMA (verizon's standard US system) and GSM/HSDPA (3g) similar to ATT. If you are in the US, you will be using their CDMA network. If you travel outside the US, you can roam on GSM (very expensive) now. But, as San Te stated, after 60 days Verizon and Sprint (also cdma technology) will unlock you iphone 4s so you can insert the mini sim from ICE. Or from the two new companies coming to CR in November: Movistar and Claro.
