Does anybody know a place in San Jose can go where they would scan some documents for my girlfriend and email the scans to me?

Did you try the little copy shop to the NW of the Presidente? They make color copies of passports and will dump your files to a CD for a pittance. I would assume they can do scanning as well -as that is how they make those little passport copies.
