Agencies that sell addresses. Simple. You pay a membership fee to buy addresses. A completely irritating endeavor. The Latin Women usually don't know that their addresses have been sold and you are totally exposed to all the scams that people can think of. There is no one to hold responsible when the women are unreachable or frauds. The initial cost is as low as the service, reliability and success.
Tours: you travel with a group of men and are taken to parties to meet women. These companies make their money on the tours and the Costa Rican Women who attend the parties have little idea of what is going on. Men are hired to hand out invitations to "meet American men" at a free party. Many Latin Women do show up, but there is no way to filter out the prostitutes, etc. These tours cost a lot and you have a slim chance of finding your Costa Rican Wife this way.
