Would someone PLEASE explain to me why my girlfriend and I are getting SCREWED with our cell phones!!!!

I pay the bill for the 2 phones and I know what I pay so don't tell me I am wrong. AND THIS MONTH ( actually bill was for August and I was in the states for 3 weeks in Aug.) the bill was c80,000 (about $160)
So where are these $8 a month phones everyone keeps talking about????
And what is the 25c deposit? We bought the phones, you cannot get a fone from ICE, and we paid $12.50 per fone for connection
Cell phone basic service is 3640 colones a month which is exactly $7.00 using their (ICE) current exchange rate. I know this to be accurate because that is what my bill is month in and month out. I carry a cell phone for use only in an emergency, my car breaks down, in an accident, etc. so my use is very minimal and never exceeds the free 60 minutes for the month. Cell phone use can get very expensive (as BangBang is finding out) if you use the phone excessively as chicas are want to do. When you pay your bill the receipt will show how many minutes over your free 60 minutes you used.
You should not have had to pay a connection charge. You should have been charged a 12,000 colones deposit which is returnable if you cancel service and all your bills are paid. Off course when I gave them the 12000 colones the exchange rate was about 425 and it is now 520 but they still will only give me 12000 colones back
